New Vegas Shooting 911 Calls Include Details of Multiple Shooters Inside Mandalay Bay

On Wednesday June 6, 2018, more documents from the Las Vegas shooting investigation were released by court order. The most recent information made public includes rooftop surveillance video footage from the Mandalay Bay, CCTV Strip Camera Project footage, and recordings of 518 emergency 911 calls placed as the horror unfolded the night of October 1, 2017.


Mandalay Bay Resort and Casino

In one of the 911 recordings, a security employee from the Mandalay Bay Security dispatch placed a call to Las Vegas Metropolitan Police Department (LVMPD) dispatch to report an active shooter on the 32nd floor of the hotel. The call was logged as having occurred on October 1, 2017 at 22:14:50 hours, which is 10:14:50 pm standard time. The call lasted a little over than 20 minutes, as the security officer gave Metro PD dispatch information about active shooters inside the hotel as the shooting played out.

“This is Mandalay Bay Security Dispatch, we have an active shooter in room 32-135, 32nd floor, Mandalay Bay”, the employee reported to the dispatch operator. The operator asked for a description of the shooter and if he was still shooting. The Mandalay Bay security officer is heard on the call describing the location of the room on the floor, telling dispatch that the room is “barricaded”, that they do not know what is happening in the room, but there are witness reports of glass shattering and shooting was taking place outside of the room. He also reported to dispatch that a security officer was shot and that medical was on the way.

As Mandalay Bay security stays on the line with Metro PD dispatch, the officer continues to relay information as it unfolds. While on the line, the officer receives a report of another active shooter located in the Mandalay Bay Crystal Room. On the call, you can hear panicked radio activity from the hotel security radios, urgently broadcasting information. The security officer is heard asking another hotel employee, “Hey, is that a new location”, and then proceeds to tell Metro Dispatch, “Yeah, we have a new active shooter, casino level, Crystal Room”. During this time in the 911 call, there is heightened radio communication in the background, giving a location of the Crystal Room, with what seems to be reports of several shots fired.

The security officer directs another employee to check the surveillance footage of the Crystal Room to observe any shooter or activity. He reports to Metro dispatch that there are officers coming to clear the room. A lot of activity and chaos continues to play out in the background as the employee stays on the phone with dispatch. The other employees report a “long shot” of the alleged shooter as he runs by.

Las Vegas Metropolitan Police arrive in the Mandalay Bay security control room as a four-man team a little over 7 minutes into the call. They take the line and report to dispatch their call sign, and then explain to dispatch that they will only be available through phone, as they have no radio signal. He also reports what weapons they have on hand.

An LVMPD officer continues to keep dispatch on the line, asking the operator for staging area details on team deployment. She informs him there is a medical staging area only at that time, and they are “trying to get SWAT”. This is now a little over 10 minutes into the call, with a time of 22:25:48, 10:25:48 pm, according to the time of the call that was placed. This would have been approximately 20 minutes after the shooting from room 32-135 had started, according to the official police timeline. According to this newly released 911 dispatch call, it appears that SWAT had not yet arrived on the scene at the time of the call.

As radio and security team communication continues in the background at Mandalay Bay, Metro dispatch asks the officer if they have a description yet. She then tells him “we think the [shooter] might be in a vehicle now”. Dispatch asked the officer whether a shooter was still in the hotel room, and the LVMPD officer said they were monitoring the cameras, with “nothing seen yet as of right now”.

Dispatch received communication and told the LVMPD officer there is a landline call from another security officer within the hotel, reporting there are three shooters confirmed on the 32nd floor. The officer passed the report on to the team on site, and shared details about people “ducking” by a restaurant. The officer took a call from what appears to be a concerned loved one calling him on a separate line, and assured the person he was fine and would call them back.

In the 911 call, the officer can be heard reporting to another caller on a separate line from Metro dispatch, “There is an active shooter, possibly, possibly not confirmed, terror related, but three shooters so far. Information is not verified though. The, supposedly got three shooters on the 32nd floor, multiple casualties, one officer shot in the head, we are still verifying, kind of chaotic right now”. He proceeds to ask about Metro dispatch updates, she reports back to him that their information shows a Metro officer with a gunshot wound to the neck. It is unclear if this communication is a separate officer from the security detail report or the same officer.

On the call, the officer discussed organizing a response team, as it appears no team had been established yet to send to the 32nd floor or to engage any identified suspects. He relayed to Metro dispatch there was a security request call to the 28th floor for an unknown reason, and there is additional frantic radio communication in the background. The call is then either dropped or the recording is cut off, providing no further details. This 911 call does not appear to be logged on the main event PDF log of event number 171001003519 (page 4 of pdf), however there is an associated log into event number 171001003516 (page 1of pdf) close to the time of this call.

The details of multiple shooters in the hotel, a separate location of a shooting in the “Crystal Room”, and reports from security confirming three shooters on the 32nd floor does not align with the Preliminary LVMPD “FIT” report details of the shooting, or the communication received by the LVMPD and the FBI. The details provided by both the security officer for Mandalay Bay and the LVMPD officer who took over the call seem very thorough and specific on activity occurring throughout the hotel, with radio communication heard in the background that corroborates the reported multiple shooters conveyed to dispatch.

In addition to this urgent call, there are witness reports that were included in the previous LVMPD document release that support the details provided in this 911 communication. In a Mandalay Bay staff witness report taken by a recorded interview on October 10, 2017 at 15:49 hours by a Detective Hodson and Special Agent G. McCamey, the employee recounts the details of that night and what they observed.

The employee describes the night of the shooting and taking security calls from internal staff about a security officer that had been shot. The officer calling in to this employee on his cell phone says he thinks he was shot by a “pellet gun” and reported his location of the 32nd floor, in the cubby area outside of rooms 118 and 120.

The witness states in his recorded interview that they could hear gunshots over the call from the location of the injured security officer. They state in their interview they had communicated this information to the other dispatcher behind him, who had stayed on a 911 call with LVMPD dispatch.

The same witness continued to explain the activity that transpired that night, describing a lot of calls coming from within the hotel, along with calls from neighboring hotels.

On page 36 of a witness report PDF, the witness described a specific call that came in about an “active shooter 32135”, and then another call where the shooters were in “Crystal Rooms, which is on the 60th floor”. The witness follows up this statement with a correction, stating the room is on the 62nd floor.

The statement goes on to page 37 and points out the attempts made to locate and capture the shooter, stating “Uh, we sent units up there, they cleared the room, said there was no shooter in the room, uh, checked for injured guests or employees. As far as I remember it sounded like they were tryin’ to chase whichever shooter it was down the stairwell, and they didn’t know which stairwell, so the team pretty much-well whoever responded to the Crystal Room on the top”.

This radio communication and witness report seems to align with what is logged on page 7 of the dispatch logs PDF released on May 23, 2018, along with other documents that are required under a Nevada Supreme Court order to be given to the public.

The map of The Mandalay Bay Hotel and Casino indicates a Crystal Room, casino Level. There is reference to the room in question on the 911 call as the high roller “Crystal Room”, but no further explanation if this reference is for the Mandalay Bay Casino floor, or the separate hotel located on the top floors of Mandalay Bay, which is the Four Seasons. The Four Seasons Hotel property description is not included on the Mandalay Bay map. The employee in the recorded witness statement refers to the “62nd floor”, where there is a “Crystal Room on the top”. However, the 62nd floor location would be included in The Four Seasons hotel property.

There is an additional entry supporting these claims (Page 32), made at 23:15:55, 11:15pm standard, in the dispatch log for event number 171001003519 that states a spouse of an off-duty FD (Fire Department) is reporting an active shooter behind the bar on the roof of The Mandalay Bay. The entry states the spouse is sheltering on place. This dispatch entry does support the location of an additional shooter on the floors of The Four Seasons Hotel. On a separate entry (Page 33), there is a description of an unknown subject that “will possibly be at Crystals XST from shooting”.

The official narrative given by the LVMPD and the FBI for the night of the Las Vegas shooting has not wavered for nearly nine months since October 1, 2017. Along with insisting there was evidence of only one shooter that committed this mass shooting, authorities also refrain from identifying this crime as an “act of terrorism”. Sherriff Lombardo of the LVMPD has refused to give any further interviews or press conferences related to the event or information released under the court order. Lombardo has even gone so far as to ban his department from discussing the documents or evidence released. This ban prevents members of the media or the public from confirming any investigation procedures or steps taken that would explain some of the incredulous discrepancies demonstrated in the newly released documents and 911 calls, such as the information detailed here.

The Las Vegas community is quickly approaching the 2018 voting primary in a few short days to determine which candidate they feel would be best suited to lead their community and provide the safety and security expected in the person holding the position of Sheriff for the next four years. There is still much work to be done in efforts to heal this community and those effected worldwide from this mass tragedy. It is imperative that the trust and transparency model the LVMPD and Clark County prides themselves on not only with their community, but also the millions of visitors from around the world every year, is measured with accountability and action.

It would be a step in the right direction if LVMPD began addressing the startling evidence that does not support the provided narrative put forth by LVMPD and the FBI. The citizens of Las Vegas who suffered through this tragedy deserve to have answers to their questions as they consider their choices for the leaders of their community, their safety, and their future.
